This video outlines the digital transformation process for a key government agency: the Administración de Servicios Generales (ASG). The agency embarked on an ambitious transformation to modernize its purchasing operations.
The project began with V2A using a Lean methodology diagnosis to thoroughly identify operational gaps and areas for improvement. This diagnosis directly informed the design and implementation of a powerful new digital purchasing tool called JEDI. JEDI was built around three core principles: simplicity, uniformity, and visibility.
The implementation was a resounding success, leading to significant improvements in efficiency. The new system successfully standardized and automated a large part of the purchasing process, drastically reducing the number of manual, paper-based steps from 24 to only 4. As a result, there was a major decrease in processing time; for example, one specific type of purchase was reduced from taking 22 days to taking just 1 day.
To further improve transparency and control, a digital dashboard was also created. This feature allows other government agencies to track the status of their requisitions in real-time and enables ASG management to monitor the entire operation daily. A crucial factor for the project's success was a dedicated change management strategy, which included extensive training and continuous support for both internal staff and external stakeholders.
